Fines for Failing to Comply

Beginning on July 1st, 2021, when a new, renewed or varied contract is signed on a Normandale rental property, all Healthy Homes compliance items have to be done inside of 90 days.

The person who is liable for this fine is the person who is listed on the tenancy contract as the person who is letting the property, so it could be the name of the landlord as well as the company that manages the property.

All information in the Compliance Statement requirements to be up-to-date at the time that the tenancy agreement is signed, and ideally it should be maintained during the entire tenancy, as necessary work related to it’s finished.

Normandale Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 and the 30th June in 2021

  • The insulation of the ceiling and underfloor is a requirement throughout Normandale and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement must be included with any renewed, new or modified tenancy agreement.
  • Property managers and landlords must keep records of their the conformance to all Healthy Homes Standard that apply or will be in force to your rental home.

From 1 July 2021

  • Property managers and private landlords are required to ensure their rental properties comply in accordance with Healthy Homes Standards within 90 days of any newly renewed, extended or changed lease.
  • All boarder households (except Kainga Ora and Community Housing Providers with registered boarder home tenancies) must meet the Healthy Homes Standard regardless of the time the tenancy began.

From 1 July 2023

  • All households let by Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of the date the tenancy was started.

Starting 1 July 2024

  • All rental homes must comply with the Healthy Homes Standards regardless of when the tenancy first began.
