Unreasonable Gaps & Holes

If a draught can be noticed from gaps that are not adequate or holes or holes, it requirements to be closed.

What are unjustifiable gaps or holes?

If you can feel external air entering or an unobstructed draught coming from a crack or a gap or crack, then it is likely a crack or hole that requirements sealing in the way you can. Cracks and gaps that are large should be fixed permanently. Any gaps greater than 3mm that let air in or out within the home require the sealing. For example, if an open fireplace is not in use, it can cause draughts and must be sealed off. Property managers and landlords are accountable for ensuring that draughts from the fireplace are removed in the maximum extent possible.

You don’t need to block off gaps or holes that are part of the building. For example, tiny gaps around doors and windows could be necessary to allow for movement within the structure when the home heats and cools, to allow them to be closed and opened rather than being stuck. We will examine all windows and doors during your Healthy Homes assessment of your rental property.

Proper heating is crucial to ensure healthy homes

Heating Maungaraki

Maungaraki rental properties must have a fixed source of heat that can heat the main or largest living space to a minimum of 18degC, even during the winter coldest days. This is the minimum temperature indoors suggested by the World Health Organisation for people’s physical health and mental wellbeing.

The source of heating needs to remain fixed (i.e., not portable), at least 1.5 kW of heating capacity and have the minimum capacity for heating required for the main living room. The Heating Assessment Tool can be used to check if the fixed heater(s) are adequate or if you’ll require to top up with an additional heater. Fires that are open and unflued heaters, such as small portable LPG bottle heaters aren’t considered to be safe heating options for those following the Healthy Homes Standard.

If the heating system you provide is an electric heater or heat pump, it must have the thermostat. This will help make the heating more consistent and effective. For most houses, larger fixed heating equipment like wood burners, heat pumps pellet burners, flued gas heaters are needed. However, in certain instances like small apartments small apartments, a smaller electric fixed heater might be enough.

If your main living space already has a central heating source, such as a heat pump, then it could require a top up to make sure it meets the requirements. Certain types of heaters cannot be used to meet the quality as they are either not effective, cost prohibitive to operate and/or unsafe to run.

Bedrooms, living spaces, kitchens, and dining rooms are considered liveable areas. Connecting spaces like the hallways are not liveable , and thus are not require an opening door or window.

Each window, door or Skylight needs to have the ability of opening to the outside and remain set in an opening position in order to allow to circulate fresh air as well as air flow.

Insulation Maungaraki

Ceiling and underfloor insulation has been compulsory to all rental homes from 1 July 2019. Property managers and landlords have to ensure that the insulation is in line with standards that are in line with the latest quality. In some cases, old ceiling insulation as well as insulation within the sub floor space may require to be filled with or replaced.

A well-insulated house can help control condensation and reduce the chances of mould and damp, and also makes it easier for the household to hold warmth.

Insulation requirements to be in compliance with the R-values required for your area

The "R" stands for thermal resistance, and is a measure of how well the insulation withstands heat flow. The more R-value is higher, the better the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – the rest part of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3, underfloor R 1.3

Maungaraki Moisture Ingress & Drainage

Keeping your rental property safe from dampness isn’t just about the inside of the building; you have to make sure there is somewhere for rain, surface as well as groundwater to move and to prevent it from getting into the building. When it is damp and moisture, it’s typically not apparent that it could be a huge problem that can cause the property to suffer and affecting your tenant’s well-being.

Rental properties should have efficient drainage to get rid of storm water, surface water and ground water, including the proper outfall or runoff. Making sure that the water has a proper place to go, and that it can’t linger underneath the buildings is an essential part of maintaining your property’s dry.

In addition to an irrigation system to stop moisture from entering, if your rental has an enclosed gap between the floor and the ground, a ground water barrier must be put in place when it is reasonably practicable to do so.

Ground moisture barriers are usually a sheet of polythene that is placed over the ground to stop any moisture in the ground from entering the building. It also helps prevent moisture damage to the underfloor insulation.
