The information contained in the Compliance Statement needs to be up-to-date at the time that the tenancy agreement is signed. It should be kept updated during the entire tenancy, as necessary work related to it is finished.

It’s also important to be aware that landlords who own multiple rental properties could face greater penalties for non-compliance. The most severe penalties are given for serious violations, and landlords who own more than six properties could receive fines of up to $50,000, and even as high as $100,000 in hearings.

Unreasonable Gaps & Holes

Draught Stopping Maungaraki

Draughts may lead to less temperature in households. A damp house will cost more to heat, meaning wasting energy and resulting in higher bills.

If a draught could be felt through gaps that are too large or holes that it requirements to be sealed.

What are unreasonable gaps or holes?

If you are able to feel external air coming in or the air is clear from a hole or gap and you are able to feel it, it is likely to be a gap or hole that requirements sealing in the way you can. Large cracks and gaps should be stopped permanently. Any gaps greater than 3mm that let air in or out from the house need sealing. For example, if the open fireplace isn’t used it can create draughts. This should be blocked off. Landlords and property managers are accountable for ensuring such draughts are eliminated in the maximum extent possible.

You don’t require to cover up holes or gaps in the construction. For example, tiny gaps around doors and windows could be necessary to allow for movement within the structure when the house gets warmer and cooler, so that they can still be shut and opened, rather than securing. We will check the windows and doors in your Healthy Homes assessment of your rental property.

Adequate heaters are important to ensure well-being houses

Heating Maungaraki

Maungaraki rental properties require a reliable source of heating which can warm the living room to at least 18degC, even during the winter coldest days. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical health and mental wellbeing.

The source of heat requirements to be fixed (i.e., not portable), at least 1.5 Kilowatts in heating capacity, and must meet the minimum capacity for heating required for the main living space. A Heating Assessment Tool can be used to determine if the current installed heater(s) are adequate or whether you will require to "top-up" with a new heater. Unflued combustion and open fire heaters such as small portable LPG bottle heaters aren’t considered to be suitable heating options under the Healthy Homes Standard.

If the heating that you offer is electric heating or heat source, it should be equipped with the thermostat. This will help make the heating more reliable and effective. For the majority of homes, bigger fixed heating systems such as wood burners, heat pumps, pellet burners or flued gas heaters are needed. In certain situations, such as small apartments small apartments, a smaller electric fixed heater could be enough.

If your living space already has a permanent heating source such as the heat pump, it could need an upgrade in order to comply with the standards. Certain kinds of heaters aren’t able to be used to comply with the quality as they are either expensive, inefficient or unsafe to operate.

Ventilation Maungaraki

Each liveable space in a rental home must contain at minimum one open door or window to offer natural ventilation. Furthermore, moist spaces like kitchens and bathrooms should be equipped with an venting fan outside to eliminate moisture.

A ventilation quality is all about acknowledging how dry air will be much easier to heat and that an apartment that is well-ventilated will be less prone to developing mould and damp.

Bedrooms, living rooms, kitchens, and dining rooms are considered to be liveable spaces. Connecting spaces like the hallway aren’t considered liveable , and thus don’t require an opening door or window.

Each window, door , or Skylight requirements at least to open up to the outside while remaining fixed in an open position to allow for fresh air circulation and air flow.

All kitchens and bathrooms, as well as any other space in your home with a bath, shower and cooktop or another water-generating appliance will require appropriate extractor fans that are vented towards the outside. This Healthy Homes Assessment service will make sure there is sufficient ventilation throughout the living spaces that includes extractor fans that are suitable in areas of high moisture.

Insulation Maungaraki

Underfloor and ceiling insulation is required to all rental houses from 1 July 2019. All landlords and property managers have to make sure that the insulation meets this new standard. In some instances, an existing insulation on the ceiling or in the sub floor space might require to be filled with or replaced.

A well-insulated house can reduce condensation and lower the chance of mould and dampness and it will make more easy to the home to retain warmth.

Insulation needs to meet the R-values of your area.

The "R" refers to thermal resistance, and it is a measurement of how well insulation resists heat flow. The greater the R-value, the better the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9, underfloor R 1.3
  • Zone 2 – all of North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 and underfloor R 1.3

Maungaraki Moisture Ingress & Drainage

Keeping your rental property safe from the effects of moisture isn’t just a matter of the interior of the building but you must make sure there is somewhere for surface, rain and ground water to go and prevent it from getting inside. When it is about damp and water, it is typically what you don’t see that can cause a lot of trouble and cause the property to suffer and affecting the tenant’s well-being.

Rental properties need to be equipped with efficient drainage to eliminate floodwaters, surface water, and ground water. This includes the proper outfall or runoff. Making sure that water has a place to go and that it can’t linger underneath the buildings is a vital aspect of maintaining your property’s dry.

In addition to an irrigation system to stop water ingress, if the apartment has an enclosed gap between your flooring and soil, a ground-water barrier must be put in place when it is reasonably practicable to install it.

An underground moisture barrier generally a polythene sheet laid over the ground, to block any moisture in the ground from getting into the property. It also helps prevent any damage to your underfloor insulation.
