Fines for Failing to Comply

From the 1st of July in 2021, when a new or renewed contract is signed on a Haywards rental property, all Healthy Homes compliance items must be finished by the end of 90 days.

Since the 1st July of 2021, if a new or renewed contract is signed on a Haywards rental property, all Healthy Homes compliance work must be taken care of inside of 90 days.

Tenancies that were signed from 1 July 2019 to 30 , June 20,21

  • The insulation of the ceiling and underfloor is required in all Haywards and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included with any renewal, new or modified tenancy agreement.
  • Property managers and landlords must keep records that prove the conformance to the Healthy Homes Standards that apply or will be applied to the rental property.

Starting 1 July 2021

  • Private landlords and property managers have to ensure their rental properties comply with the Healthy Homes Standard within 90 days of a new, renewed , or altered lease.
  • All boarding houses (except Kainga Ora and Community Housing Providers with registered Boarding house tenancies) must adhere to the Healthy Homes Standards regardless of when the tenancy began.

Starting 1 July 2023

  • All houses which are rented to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From July 1st 2024

  • All rental houses are required to comply with Healthy Homes Standards regardless of when the tenancy began.
