Harbour View Healthy Homes Compliance Timeframes

Tenancies commenced between 1 July 2019 to 30 , June 20,21

  • Ceiling and underfloor insulation is compulsory to all Harbour View and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement should be included in any renewed, new or amended tenancy agreement.
  • Property managers and landlords must keep records that demonstrate the conformance to each Healthy Homes Standards that apply or will be in force during the tenancy of the rental property.

From July 1st 2021

  • Property managers and private landlords have to make sure their rental properties comply according to Healthy Homes Standards within 90 days of a newly renewed, extended or changed lease.
  • All the boarding homes (except Kainga Ora and Community Housing Providers with registered boarding house tenancies) must comply with the Healthy Homes Standard regardless of when the tenancy began.

Starting 1 July 2023

  • All homes that are rented out from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of when the tenancy first began.

Starting 1 July 2024

  • All rentals homes are required to comply with Healthy Homes Standard regardless of the date when the tenancy started.

Heating Harbour View

Rental properties in Harbour View need to have a stable heating source which can warm the largest or main living room to at least 18degC even on the most coldest days of the year. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.

The source of heating needs to be fixed (i.e. not portable) and at least 1.5 horsepower in capacity and have the minimum capacity for heating required for the main living room. In most homes, larger fixed heating devices such as wood burners, heat pumps pellet burners, flued gas heaters are required. However, in some cases like small apartments, a smaller fixed electric heater could be enough.

If your main living space already has a central heating source, such as a heat pump, then it might just need an update to meet the standards. Certain kinds of heaters aren’t able to be used to achieve the standard since they’re either not effective, cost prohibitive to operate or unsafe to operate.
