Tenancies signed from 1 July 2019 and 30 , June 20,21

  • Underfloor and ceiling insulation is required in all Harbour View and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included in any renewal, new or varied tenancy agreement.
  • Property managers and landlords must keep records that prove the compliance with the Healthy Homes Standards that apply or will be applied throughout the tenancy period of the rental property.

Starting 1 July 2021

  • Private landlords and property managers are required to ensure their rental properties conform to the Healthy Homes Standard within 90 days of any new, renewed , or altered Tenancy.
  • All boarding houses (except Kainga Ora and Community Housing Providers with registered Boarding home tenancies) must meet the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2023

  • All households rented from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered are required to comply with the Healthy Homes Standards regardless of when the tenancy first began.

From July 1st 2024

  • All rentals houses must comply with the Healthy Homes Standard regardless of the time of the first day of tenancy.
